Former Republican Representative Mark Sanford is officially seeking to reclaim his old seat in South Carolina’s 1st Congressional District, having submitted the necessary paperwork to the state elections commission. The commission’s website now lists him as an “active” candidate in what is already a crowded Republican primary for the coastal seat vacated by Rep. Nancy Mace, who is running for governor.

A Career Marked by Highs and Lows

Sanford is one of South Carolina’s most recognizable political figures, with a career spanning over two decades in public office. First elected to the House in 1994, he represented the 1st District for nearly ten years before winning the governorship in 2002. His tenure was later overshadowed by a highly publicized 2009 scandal in which he disappeared for several days, initially claiming he was hiking the Appalachian Trail, before admitting to an extramarital affair with a woman in Argentina. He completed his second term as governor but did not seek re-election, stepping down from a leadership role in the Republican Governors Association.

His political resilience was evident when he re-entered the arena just years later, successfully winning back his former congressional seat in a 2013 special election. He held the position until 2018, when he lost a primary to a candidate endorsed by then-President Donald Trump—a loss that preceded the seat flipping to a Democrat in the general election. This history of comebacks underscores a persistent drive, despite significant personal and political setbacks.

An Independent Streak in a Trump-Dominated Party

Sanford’s second stint in Congress was defined by his sharp, often solitary, criticism of President Trump. He challenged the president’s rhetoric, fiscal policies, and conduct, positioning himself as a conservative who prioritized principle over party loyalty. This stance culminated in a longshot 2020 presidential primary challenge against Trump, which he abandoned in late 2019, acknowledging the steep uphill battle.

His return now places him directly in the path of the modern Republican Party, which remains firmly under Trump’s influence. By running again, Sanford is betting that his brand of fiscal conservatism and willingness to dissent can still resonate with primary voters in his district, even as the national party apparatus often coalesces around the former president’s agenda.

Fiscal Focus and a Crowded Primary Field

According to the Post & Courier, Sanford told reporters that constituents have urged him to “get off the bleachers” and re-engage. He has stated his campaign will center on his long-standing priority: addressing the national debt. As of early 2024, the U.S. national debt exceeds $34 trillion, a figure that continues to grow and is a frequent concern for fiscal conservatives. Sanford’s expertise on budgetary issues, developed over years on the House Budget Committee, is a core part of his platform.

He is not a shoo-in for the nomination. The June primary includes several other notable contenders: state Rep. Bill Herbkersman, Charleston County Councilmember Nancy Mace (before her gubernatorial run), and retired Lt. Col. Christopher DeHart, who commanded the final U.S. military flight out of Afghanistan in 2021. This field reflects the district’s competitive nature and the high stakes of an open seat.

Navigating History and the Current Political Climate

Sanford’s candidacy presents a complex narrative to voters. His record includes a reputation for deep knowledge of fiscal policy and a history of electoral resilience. However, his past personal scandals and his open antagonism toward Trump—a figure still immensely popular with the Republican base—are potent vulnerabilities that will be scrutinized in a primary.

The outcome will test whether voters in the Charleston-to-Hilton Head district prioritize a known quantity with a specific policy focus or opt for a fresh face unburdened by past controversies and more aligned with the current partisan zeitgeist. Sanford’s ability to reconcile his independent record with the demands of today’s GOP primary electorate will be central to his campaign’s viability.
