SGX FX Bolsters European Footprint with Key London Appointment
Singapore Exchange’s foreign exchange arm, SGX FX, is significantly strengthening its United Kingdom operations with the strategic hire of Charlotte Garrett as Liquidity Manager. Based in London, Garrett’s appointment underscores SGX FX’s committed expansion into the European institutional FX market, leveraging the city’s status as a global financial hub to enhance its liquidity and data offerings.
Garrett Brings Deep Institutional FX Operations Experience
Charlotte Garrett joins SGX FX from Finalto, a prominent institutional liquidity services firm, where she served as Operations Officer since 2024. Her career trajectory provides a robust foundation for her new role. Prior to Finalto, Garrett held positions at TD Securities, a major global investment bank, and at Delta Capita, a specialized financial services consulting firm. This blend of experience across trading operations, institutional brokerage, and consulting equips her with a comprehensive understanding of the institutional FX ecosystem, from execution to operational resilience.
Building on Earlier Leadership Hire in the UK
Garrett’s appointment follows the 2024 recruitment of Hugh Whelan to lead SGX FX’s UK operation. Whelan, a former executive at CME Group and EBS Direct—a pioneering electronic trading platform—brings decades of expertise in electronic FX market structure and liquidity provision. Based in London, Whelan is responsible for executing SGX FX’s regional liquidity and data strategy, with Garrett’s role as Liquidity Manager being a critical component of this team.
Strategic Context: SGX FX’s Global Expansion
These targeted hires in London are part of a broader strategic initiative by SGX FX to diversify its global footprint beyond its Asian core. The UK and European markets represent a significant opportunity for a firm looking to offer its institutional clients—such as asset managers, hedge funds, and banks—access to deep, competitive liquidity pools and sophisticated data analytics. The leadership of both Whelan and Garrett signals a long-term commitment to building substantive, relationship-driven operations in Europe.
Global Leadership and Vision
The global direction of SGX FX is steered by Chief Executive Officer Jean-Philippe Malé, who is based in Singapore. Under his leadership, the firm is pursuing a growth strategy that combines its technological strengths with localized market expertise. The establishment of a senior team in London, combining Whelan’s market structure knowledge with Garrett’s operational acumen, aligns with this vision to become a more globally integrated provider of institutional FX services and technology solutions.
