Tax Refund Delays Mount as IRS Accelerates Shift to Electronic Payments
A growing number of American taxpayers are encountering significant delays in receiving their tax refunds, a direct result of a government-wide initiative to eliminate paper checks. The issue has drawn sharp criticism from lawmakers, who warn that the administrative change is creating urgent financial strain for millions of families already grappling with high costs for essentials like gasoline and groceries.
Lawmakers Pressure Treasury Over CP53E Notices
House Ways and Means Committee Democrats have escalated their concerns, sending a second letter to Treasury Secretary Scott Bessent regarding approximately 1.4 million IRS notices (CP53E) mailed to filers whose refunds are being held due to paper payment requests. This follows an initial March 9 letter citing over 830,000 such notices. The CP53E notice requests updated banking information to process refunds via direct deposit. Recipients have 30 days to submit these details through an IRS online account; failure to do so will result in a paper check being issued after a six-week delay.
“This matter is time sensitive and urgent as individuals and families facing delays need their tax refunds to offset the high cost of gas, food and basic necessities,” the lawmakers wrote, highlighting the immediate economic pressure on households.
The Policy Driver: An Executive Order on Electronic Payments
The refund payment change is mandated by an executive order signed by President Donald Trump in March 2025, directing all federal agencies to transition from paper to electronic payments. The IRS announced this specific phaseout in September, stating the move aims to protect taxpayers from check theft, accelerate refund delivery, and reduce operational costs.
According to the National Taxpayer Advocate, during the 2025 filing season, about 94% of individual taxpayers already opted for direct deposit, leaving roughly 10 million filers—about 6%—set to receive paper checks before the policy shift.
Who Is Most Affected by the Transition?
Experts warn the policy’s implementation disproportionately impacts vulnerable populations. Omeed Firouzi, a practice professor and director of the low-income taxpayer clinic at Temple University’s Beasley School of Law, notes the change affects “a range of populations,” including the unbanked, senior citizens, unhoused individuals, and younger filers with frequent address changes.
The core challenge lies in the requirement to provide banking details via an IRS online account within 30 days. “Some filers don’t have easy access to Wi-Fi, or computers,” Firouzi said. While he supports the goal of phasing out paper checks, he argues the rollout has created “more administrative paperwork and burdens that seem to be counterintuitive” for those it aims to help.
Balancing Security and Accessibility
Elaine Maag, a senior fellow at the Urban-Brookings Tax Policy Center, agrees with the Treasury’s assessment that paper refunds have been “problematic” due to higher error rates, delivery issues, and security risks. However, she cautions that rapid implementation without adequate advance notice leaves little room for affected taxpayers to adapt.
“When you move quickly, and you implement a policy without advance notice, it’s very difficult for people to react,” Maag said. The resulting delays can trigger “financial hardships,” forcing some to delay critical purchases or medical care or to turn to higher-cost financial services to bridge the gap.
Refund Amounts Rise, But Economic Pressures Linger
Amid the policy turmoil, refund amounts themselves are higher this season. As of March 13, the average refund for individual filers was $3,623, up approximately $350 from the previous year, according to IRS data. This increase is tied to inflation adjustments and provisions from the “big beautiful bill” (the 2025 tax legislation).
This financial boost, however, faces pressure from rising fuel costs. Economists note that the nationwide average gasoline price hit $3.97 per gallon as of March 14, a roughly 33% increase from one month prior, partly driven by market volatility from the Iran war. The Trump administration has highlighted refund sizes as a key metric of economic relief, a focal point as affordability remains a dominant issue ahead of the November midterm elections.
Navigating the New Refund Landscape
For taxpayers who receive a CP53E notice, the immediate step is to create or access an IRS online account to securely submit banking information within the 30-day window. Those unable to do so should anticipate a mandatory six-week wait for a paper check, a timeline that may extend further if postal or processing delays occur.
The situation underscores a fundamental policy trade-off: enhancing security and efficiency for the majority versus creating barriers for a significant minority. As the government pushes for full electronic adoption, the onus is now on the IRS and Treasury to provide clearer guidance, alternative submission methods for those without digital access, and transparent communication to prevent avoidable financial hardship for the most vulnerable filers.
